GENERAL CONDITIONS GOVERNING PLAY IN CORNWALL GOLF UNION Competitions

1. All Championships and Tournaments will be played in accordance with the Rules of Golf as approved by the R & A Rules Limited and such other Local Rules as may be approved by the Competitions Committee.

2. All competitors must be of Amateur Status as defined by the R & A Rules Limited and in possession of an ACTIVE CONGU handicap.

3. The make of ball used must conform to the brands published on the Royal & Ancient Golf Club of St. Andrew's current approved list. Non-compliance will result in disqualification.

4. A competitor shall not knowingly make use of any drugs to enhance his performance. Attention is drawn to the list of prescribed drugs issued by the Sports Council (a copy of which can be obtained from the CGU Secretary). Any competitor infringing this condition or, if asked to do so, refusing to take a test, may be disqualified.

5. The Handicap Limit and Entry Limitations will be published on the notice for each meeting. Entries must be submitted on the official entry form.  All entries must be accompanied by the appropriate entry fee (cheques made payable to the “Cornwall Golf Union”).  Entries must be received by the CGU Secretary on or before the published closing date

Late entries for all Cornwall Golf Union competitions with the exception of the Cornwall Amateur Golf Championship will only be accepted where the Competitions sub-committee considers there are exceptional circumstances.  Late entries for the Cornwall Amateur Golf Championship will not be accepted under any circumstances.

 Entry fees will not be refunded except: -
(a) when notice of withdrawal is received before the closing date for entries or
(b) in the case of an entrant who may be balloted out and does not subsequently compete.
(c) at the discretion of the Competition Committee.

6. The Competition Committee reserves the right to arrange and/or alter starting times. Competitors are requested to report to the Starter at their starting point at least 5 minutes before their starting time. Competitors shall start at the time laid down by the Competition Committee (Rule of Golf 6-3(a)). However, if a competitor arrives at his starting point, ready to play, within 5 minutes after his starting time, and in the absence of circumstances that warrant the waiving of the penalty of disqualification as provided in Rule of Golf 33-7, the penalty for failure to start on time is two strokes in stroke play or loss of first hole in match play. Thereafter, the competitor shall be disqualified.

7. Slow Play will not be accepted. After an initial warning a player or players adjudged to have committed any further offence will be penalized in accordance with the Rules of Golf.

8. Players shall walk at all times during a stipulated round unless permitted to ride by the Competition Committee. The CGU have adopted the English Golf Union Transportation Policy with respect to the use of buggies for people with disabilities. A copy of the policy is available on request from the Cornwall Golf Union and can be downloaded from www.englishgolfunion.org or www.cornwallgolfunion.org.uk .

The penalty for breach of this condition is disqualification.

9. Ties shall be decided either on the last 18, 9, 6, 3 or 1 holes, or by sudden-death play-off, or as the Competition Committee may otherwise decide.

10. All Cups and Shields shall normally be competed for annually and are the property of the Union. The winners of the trophies (in the case of team trophies, the Committee of the winning Clubs) shall be responsible for their safe custody and shall hold them until the next Annual Competition unless required by the Executive Committee to return such trophies before that date.

11.  Dress, both on and off the course, shall be appropriate and satisfy both the standards of the host club and those of the Cornwall Golf Union.

12. All disputes at any event or competition organized or administered by the Union shall be decided upon by the Competitions Committee whose decision shall be final.

13. Competitors or Clubs defaulting by failing to turn up for a competition may have their entry for future competitions refused.

14. The Competition Committee reserves the right to refuse any entry without giving a reason and/or to alter, amend or vary at any time the condition or conditions of any event or competition as aforesaid.

15. No player can play in one season for more than one club in any competition* organized by the Union. A season extends from the 1st October in one year to 30th September in the following year.

* with the exception of the Junior Maxam Cup, which if played after 30th September will be deemed to be the last competition of the previous season.

16. The qualification for players representing Clubs shall be:

(a) Must be of Amateur status as defined by the R & A Rules Limited.

(b) Eligibility confined to members of clubs affiliated to the Cornwall Golf Union. .

17. Distance-Measuring Devices - DMD's (Rule 14–3 and Appendix IV, page 162)

A player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g. gradient, wind speed, temperature, etc), the player is in breach of Rule 14–3, for which the penalty is disqualification, regardless of whether any such additional function is actually used.

Note 1a: Trolleys with a distance-measuring capability:  May be used provided any other features, which are non-conforming, are disabled (e.g. ‘taped up’ or switched off).

Note 1b: Multi-functional devices such as mobile phones with a distance- measuring application may not be used, unless the application is restricted to “distance only” and the device does not have any other “non-conforming” features or applications.**

Note 2: This Local Rule applies to team captains in both stroke play and match play championships. If a team captain uses a device in breach of this Local Rule, any distance information sought and received by a player from that team captain or given by that team captain and willingly received by a player, will result in the player’s disqualification.

** CGU’s advice on the use of mobile phones as a distance-measuring device:  Because of problems over whether a particular phone conforms to the Local Rule and, therefore, to protect players from the risk of disqualification, the CGU strongly recommends that mobile phones are not used as distance-measuring devices.

18. The age limit for all Senior competitions shall be 55 years and over on date of competition.

    

 COUNTY CHAMPIONSHIP WEEK REGULATIONS

Each year, the Cornwall Golf Union organises a week of golf at a course in the County for the benefit of members of  any golf club Affiliated to the Cornwall Golf Union.  Although the main purpose of ‘County Week’ is to establish the Cornwall Amateur Champion and the leading Club team in foursomes match-play, there are also many competitions taking place for the club golfer. On each day, except the Sunday and Wednesday, a major competition, varying from a medal, par or stableford competition is open to club members for a fee which is set annually by the Cornwall Golf Union with trophies to play for. Start times for these competitions may be pre-booked through the Secretary of the Cornwall Golf Union, or can be accepted by the Secretary on the day of the competition if there are vacancies.

a) All competitions at the Meeting are open to members of Golf Clubs affiliated to the Cornwall Golf Union.

b) A Championship Sub-committee shall meet as required during the Meeting to deal with the management and conduct of the competitions. This Sub-committee shall consist of the Secretary, the President, the County Captain, the Secretary of the host club and a member of the Competitions committee with a least 3 of the aforementioned being required to conduct business. A Chairman shall be elected at each meeting.

c) The Championship sub-committee will lay down conditions of play within these regulations.

d) Entries should be pre-booked through the County Secretary though they may be accepted on the day of competition if vacancies are available.

e) Any entry may, at the sole discretion of the Championship sub-committee, be refused without assigning any reason thereof.

f) The Secretary of the Cornwall Golf Union will be the tournament referee or in his absence the tournament sub- committee will appoint a suitable person to the role.

g) The qualification for players representing Clubs shall be:

    (a) Must be of Amateur status as defined by the R & A Rules Limited.

    (b) Eligibility confined to members of clubs affiliated to the Cornwall Golf Union

h) The maximum handicap allowed in all competitions is 18.

 

The Cornwall Amateur Golf Championship

An entrant for the Cornwall Amateur Golf Championship must be:

a) a member of a club affiliated to the Cornwall Golf Union

or

b) have been born in Cornwall and is a member of an affiliated club in another County

and

c)  must not have taken part in a golf championship of another county or have played for another County in representative matches, including friendly matches, during the same calendar year.

The Championship will comprise two sections:

The first, qualifying section will take place on Wednesday of County Week and will be over 36 holes, stroke play, with the field limited to 72 players. If the entry exceeds this number at the closing date then the players with the highest playing handicap would be balloted out and placed on a reserve list. A player entering the championship must be available to play in the match play stages on Thursday to Saturday.

The 32 lowest scores returned from the qualifying round qualify to proceed to the match play stages. Ties for the last qualifying place will be decided by a sudden death stroke play play-off.

If for any reason a qualifier cannot play in the match play stage a bye will be placed in the draw.

The top eight qualifiers will be seeded in the match play draw.

The second stage is match play over 18 holes leading to the Final which will be played over 36 holes.

Maximum handicap allowed for entry is 7

 

The Cornwall “A” Team Club Championship and the Cornwall ‘B’ Team Club Championship.

  1. Inter-club team competitions, each team consisting of 6 players.
  2. The format shall be foursomes match play, off scratch, over 18 holes, with each game to be played to a finish.
  3. A Club may substitute players between rounds, but no player shall be permitted to play in both the ‘A’ and ‘B’ teams during the annual competition.
  4. Both ‘A’ and ‘B’ teams may be required to play a preliminary round if the entries exceed 16 for either competition.
  5. Four rounds of the ‘A’ team competition will be played on the Monday and Tuesday of County Championship Week and three (or four) rounds of the ‘B’ team competition will be played on the Friday and Saturday of that week.
  6. Venues for preliminary round matches will be at the discretion of the Cornwall Golf Union Executive Committee.
  7. The Finalists of the preceding year’s competition shall be seeded for the current year’s competition.
  8. Qualification for entry shall be as defined in the General conditions for competitions paragraph 16.

TEAM EVENTS

The following team competitions shall be held annually, with the winners holding the trophy for one year.

All individual matches to be played over 18 holes unless otherwise stated.

 The Cornwall Team Championship.

  1. The competition shall be known as the Cornwall Team Championship.
  2. Matches shall be played in teams of 9 – four foursomes and nine singles, match play, off scratch. All matches except the ninth singles match may be halved. The ninth singles match must be played to a finish.
  3. Points per game to be allocated as follows:

    Foursomes 1 point, Eight Singles 1point, Ninth Single ¾ point

  4. Only two replacements can be made in any match and no two players who have played together in foursomes can be replaced. The ninth single match players cannot be used as replacements.
  5. Foursomes plus the ninth single match shall be played in the morning, followed by the remaining singles matches. The playing order for both foursomes and singles shall be at the discretion of the Captain.
  6. A player, who has represented his Club in the Cornwall Team Championship, may not  represent his Club in either the Frank Wills Salver or the Cornish Bowl in the same season.
  7. Four Teams will be seeded and placed in the 1st round draw. The previous year’s winners seeded 1, the runners up seeded 2 and the losing semi-finalists seeded 3 and 4.
  8. Each match will be played on a neutral course on a date arranged by the Secretary of the Cornwall Golf Union.
  9. Not more than four temporary greens may be in use for this competition.
  10. If, due to the closure of the course or a match is delayed due to the weather, the following procedure will be used.
  11. a) If the foursomes and ninth man game have been completed, but the singles have not been completed, the result of the foursomes and ninth man will count and the singles will be replayed, even though the original team members may not be available.

          b) If the foursomes and ninth man are not completed, the match will be postponed and started afresh            at a revised date.

    12. Qualification for entry shall be as defined in the General conditions for competitions paragraph 16.
    13. The Cornwall Team Championship will be the main knock-out competition with the winners representing their club and county at the EGU finals.

 

The President’s Cup.

  1. The competition shall be known as the Presidents Cup.
  2. Each team to consist of 9 players, three Category 1 handicap players (plus – 5), three Category 2 handicap players (6 – 12) and three Category 3 handicap players (13 – 20)
  3. Matches will be singles, match play, off handicap, full handicap difference. Players will play in reverse playing handicap order.
  4. Prior to the commencement of the match Captains must nominate one player from the team, who in the event of a tied game will take part in a sudden death playoff starting on the first hole to resolve the match. Handicaps to apply.
  5. If during the course of the competition a category 2 player has his handicap increased in excess of 12 he can still play but he shall be required to play off 12. In addition if a Category 2 player with a handicap of 6 or more has his handicap subsequently reduced to below 6 he may continue to play as a team member but only off his new handicap.  The same ruling applies to Category 3 players regarding any handicap changes in the range 13 to 20. In addition a player that holds a handicap higher than 5 may play as a Category 1 player but must play off 5.
  6.  Entry into this competition is restricted to those clubs who do not enter a team in the Cornwall Team Championship (C.T.C.)
  7. Clubs will be drawn for the first round and then proceed on a knock-out basis, with matches being played on a neutral course and on dates arranged by the Secretary of the Cornwall Golf Union.
  8. No player may play in the Presidents Cup, Frank Wills Salver and Cornwall Bowl in the same season.
  9. Qualification for entry shall be as defined in the General conditions for competitions paragraph 16.

 

The Frank Wills Salver

  1. The competition will be known as the Frank Wills Salver.
  2. The competition is open to players in the 5 to 12 handicap range. A team member with a handicap in excess of 12 shall be required to play off 12. If a team member first plays in any round with a handicap of 5 or more which is subsequently reduced to below 5, he may continue to play as a team member but only off his new handicap.
  3. Matches to be played in teams of 10 – five foursomes match play, off handicap with each game being played to a finish.  Strokes received would be ½  of the difference of the combined handicaps
  4. Pairs shall play in the order of the lowest combined handicaps. Should handicaps of pairs in the team be equal, the Team Captain shall decide the order of play.
  5. In all matches, the handicaps of players shall be those certified by the Secretaries of their Clubs as being correct at the date of the match.
  6. Clubs will be drawn for the first round and then proceed on a knock-out basis, with all matches being played on neutral courses and on dates as arranged by the Secretary of the Cornwall Golf Union.
  7. One member of a Frank Wills team may also play in the same year in a C.T.C. This would be a ‘ratchet effect’ whereby they could not play subsequently in the Frank Wills Salver.
  8. The final shall be played under the same format but over 36 holes
  9. No player may play in the Frank Wills Salver and in the Cornwall Bowl in the same season.
  10. Qualification for entry shall be as defined in the General conditions for competitions paragraph 16

 

The CAW Cornwall Bowl

  1. The competition will be known as the CAW Cornwall Bowl.
  2. The competition is open to players in the 13 to 20 handicap range. A team member with a handicap in excess of 20 shall be required to play off 20. If a team member first plays in any round with a handicap of 13 or more which is subsequently reduced to below 13, he may continue to play as a team member but only off his new handicap.
  3. Matches to be played in teams of 10 – five foursomes match play, off handicap with each game being played to a finish.  Strokes received would be ½  of the difference of the combined handicaps
  4. Pairs shall play in the order of the lowest combined handicaps. Should handicaps of pairs in the team be equal, the Team Captain shall decide the order of play.

The Maxam Cup

  1. The competition will be known as the Maxam Cup.
  2. The format for each competition shall be 36 holes foursomes stroke play off scratch.
  3. Each team shall consist of 6 players with the maximum individual handicap of 8.
  4. The Cup shall be awarded to the team with the two lowest aggregate scores over the first 18 holes, together with the two lowest aggregate scores over the second 18 holes. In the event of a tie, the aggregate of the two remaining scores shall be brought into account and if, at that stage, the total scores are still equal, the competition will be decided by the last 18, 9, 6, 3 or 1 hole total of the third card.
  5. A maximum of 16 teams will compete.
  6. If more than 16 teams enter a reserve list will be formed and a team placed on the reserve list will qualify to play the following year. Each year the teams finishing in the lowest positions from the previous year’s competition will be replaced by the number of teams waiting on the reserve list and these teams will then be placed as a reserve for one year.
  7. Qualification for entry shall be as defined in the General conditions for competitions paragraph 16.

 

Summer Handicap League

  1. The competition will be known as the Summer Handicap League.
  2. The competition open only to clubs with a playing membership of 250 or less.
  3. Teams to consist of 7 players. Teams may be changed between matches.
  4. Matches will be singles, match-play, off full handicap difference. Maximum handicap will be 28 (Juniors included). Matches to be played to a finish to ensure a result. Players will play in descending order of handicap.
  5. The first stage of the competition will be on a league basis, each team playing the others home and away, leagues to be arranged on a regional basis. In the event of two or more teams having an equal number of wins, the total number of individual wins will decide the result.
  6. The winners of the regional competitions will meet in the final at a neutral venue arranged by the Secretary of the Cornwall Golf Union and will play for the trophy.

 

INDIVIDUAL AND PAIRS EVENTS.

 The Cornish Closed Championship incorporating the Under 21 Championship

  1. The competition shall comprise of 36 holes stroke play off scratch.
  2. The venue for the competition shall be decided annually by the Cornwall Golf Union.
  3. The maximum permitted handicap shall be 12 but the Cornwall Golf Union reserves the right to ballot out entries of any handicap should the meeting be over-subscribed.
  4. Ties will be decided on the last 18, 9, 6, 3 and 1 holes.
  5. Prizes will be awarded to the player with the lowest gross total for the 36 holes and to the Professional and Amateur from the same Club with the lowest combined gross score. Other prizes, including handicap prizes, will be awarded at the discretion of the Cornwall Golf Union.
  6. The competition shall be open to PGA Professionals of Clubs affiliated to the Cornwall Golf Union and to amateurs as defined in the General conditions for competitions paragraph 16

 

The Depot Cup (Open to Club Scratch Champion)

18 hole Individual Medal off scratch

 

The Petherick Cup (Open to Club Handicap Champion)

18 holes Individual Medal off handicap.

 

The Foster Mitchell Cups

36 hole Pairs competition played off scratch.

18 holes Foursomes and 18 Holes Greensomes.

Prizes will be awarded to the winners of the Foster Mitchell cups plus others at the discretion of the Cornwall Golf Union.

 

The Lord Lieutenant’s Trophy

18 holes Better-ball Stableford.

Maximum handicap 18 - Allowance ¾ each player

Entries via Club qualifying competition or pairs may enter if starting times are available.

 

The CGU Seniors Championship

18 hole Scratch Medal / Handicap Stableford
