1. All Championships and Tournaments will be played in accordance with the Rules of Golf as approved by the Royal and Ancient Golf Club of St. Andrews, and such other Local Rules as may be approved by the Competition Committee.
2. All competitors must be of Amateur Status as defined by the Royal and Ancient Golf Club of St. Andrews and in possession of an Active CONGU handicap. Inactive handicaps will not be permitted in competitions.
3. The make of ball used must conform to the brands published on the Royal & Ancient Golf Club of St. Andrew's current approved list. Non-compliance will result in disqualification.
4. A competitor shall not knowingly make use of any drugs to enhance his performance. Attention is drawn to the list of prescribed drugs issued by the Sports Council (a copy of which can be obtained from the CGU Secretary). Any competitor infringing this condition or, if asked to do so, refusing to take a test, may be disqualified.
5. The Handicap Limit and Entry Limitations will be published on the notice for each meeting. Entries must be submitted on the official entry form. All entries must be accompanied by the appropriate entry fee (cheques payable to the "Cornwall Golf Union"). Entries must be received by the CGU Secretary on or before the published closing date - late entries will only be accepted at the discretion of the Competition Committee. Late entries for the Cornwall Amateur Championship will NOT be accepted. No entry fee will be refunded except:-
(a) when notice of withdrawal is received before the closing date for entries or
(b) in the case of an entrant who may be balloted out and does not subsequently compete.
(c) at the discretion of the Competition Committee.
6. The Competition Committee reserves the right to arrange and/or alter starting times. Competitors are requested to report to the Starter at their starting point at least 5 minutes before their appointed starting time. Competitors shall start at the time laid down by the Competition Committee (Rule of Golf 6-3(a)). However, if a competitor arrives at his starting point, ready to play, within 5 minutes after his starting time, and in the absence of circumstances that warrant the waiving of the penalty of disqualification as provided in Rule of Golf 33-7, the penalty for failure to start on time is two strokes in stroke play or loss of first hole in match play. Thereafter, the competitor shall be disqualified.
7. Slow Play will not be accepted. After an initial warning a player or players adjudged to have committed any further offence will be penalised in accordance with the Rules of Golf.
8. In cases when Competitors claim exemption under the provisions of the Disability Discrimination Acts 1995 & 2005 and upon the production of a Medical Certificate signed by a Registered Medical Practitioner, the Union may permit any such competitor to be exempt from any prohibition upon the use of a buggy or an electric and/or manual trolley during a competition or event administered by the Union providing the competitor accepts responsibility for his actions and uses his best endeavours to ensure that his buggy or trolley is kept under his close control at all times. The Competitor shall be responsible at all times for providing his motorized buggy or any form of trolley. Medical Certificates must be provided to the Secretary not less than 5 clear days prior to the start of any competition administered by the Union, with the exception of the County Championship Week when the certificate can be produced at registration.
All other Competitors shall be prohibited from riding on motorised buggy carts. PENALTY for Breach of Condition is
Disqualification.
9. Ties shall be decided either on the last 18, 9, 6, 3 or 1 holes, or by sudden-death play-off, or as the Competition Committee may otherwise decide.
10. All Cups and Shields shall normally be competed for annually and are the property of the Union. The winners of the trophies (in the case of team trophies, the Committee of the winning Clubs) shall be responsible for their safe custody and shall hold them until the next Annual Competition unless required by the Executive Committee to return such trophies before that date.
11. Dress, both on and off the course, shall be appropriate and satisfy both the standards of the Host Club and those of the Cornwall Golf Union.
12. All disputes at any event or competition organised or administered by the Union shall be decided upon by the Competition Committee.
13. Competitors or Clubs defaulting by failing to turn up for a competition may have their entry for future competitions refused.
14. The Competition Committee reserves the right to refuse any entry without giving a reason and/or to alter, amend or vary at any time the condition or conditions of any event or competition as aforesaid.
15. No player can play in one season for more than one Club in the Cornwall Team Championship or any other competition organised by the Union. A season extends from 1st October in one year to 30th September in the following year.
16. The qualifications for players representing Clubs shall be:
a) Must be of amateur status as defined by the Royal and Ancient Golf Club of St. Andrews.
Confined to full members, country members and also bona fide student or junior members of the Club.
17. Distance Measuring Devices (DMDs).
A player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance measuring device that is designed to gauge or measure other conditions that might affect his play (e.g. gradient, wind-speed, temperature etc) the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is actually used.
